On September 19, 2016 China High-level Forum of Information Communication Industry Development was held in Beijing. This forum, around the theme of “innovation-driven transcendence and construction of network power”, deeply discussed the mission and responsibilities that information communication industry faces under the strategic goal of network power and the new progress, new opportunities, new challenges and new ideas of the industry development. Minister of former Information Industry Ministry Wu Jichuan attended the forum; chief engineer of the Ministry of Industry and Information Technology Zhang Feng, deputy director of Information Development Bureau of the Office of the Central Leading Group for Cyberspace Affairs Qin Hai also attended the forum and gave a speech. ITU secretary-general Zhao Houlin sent a written address to the forum. Academician of Chinese Academy of Engineering Wu Hequan, vice general manager of China Telecom Zhen Caiji, vice president of China Mobile Sha Yuejia, vice president of China Unicom Han Zhigang, vice general manager of China Tower Gao Buwen, vice general manager of CBN Lv Jianjie, et al. gave a keynote speech on the forum. Vice chairman and secretary-general of China Association of Communications Enterprises Miao Jianhua delivered an opening speech. The theme summit in the morning was presided over by vice general manager of China Unicom Jiang Zhengxin.
Chief engineer of the Ministry of Industry and Information Technology Zhang Feng gave positive comments on the achievements of related to the development of information communication industry on the forum. He pointed out: now, new round of technology and industry revolution with internet at the core are waiting to start, network technology is deeply integrating with all economic and social sectors at a growing speed, with great influence on the construction of economy, politics, society, culture, ecology and national defense, etc. It also deeply changes the power comparison among different nations and becomes one of the key factors rebuilding international competition pattern. Implementation of network power strategy is an urgent need to effectively cope with the new situations of global development and also an urgent need to capture historical opportunities and realize innovative development. The Party Central Committee and the State Council has paid great attention to the implementation of network power strategy. In recent years, China has rapidly developed network, technology and application have been and its comprehensive strength has also been significantly improved, which has laid a good foundation for the construction of network power. However, compared with the world’s leading level, China still has many shortcomings in network support capacity, industry leading capacity safety guarantee capacity and the establishment of laws and regulations, so China still has a long way to go in order to promote the construction of network power.
Vice president of Yangtze Optical Fibre and Cable Joint Stock Limited Company (stock code: 6869.HK, hereinafter referred to as “YOFC”) Yan Changkun, general manager of R&D Center Wang Ruichun, manager of Strategy and Marketing Department of Strategy Center Zhou Qinmin were invited to participate in the forum. Vice president of YOFC Yan Changkun gave a keynote speech of “make contributions to ‘the construction of network power’ by improving innovation capacity” on the forum, comprehensively analyzing the opportunities and challenges optical fibre and cable industry faces now, pointing out the importance of innovation-driven transcendence and construction of network power as well as introducing YOFC’s planning for future development. YOFC will take advantage of market opportunities to unremittingly improve its innovation capacity, devote itself to new products research and innovation and go forward with diligence, as well as strengthen its international influence in optical fibre and cable industry, promote the construction and upgrading of China’s information infrastructure, help rapid development of internet application, so as to construct “network power”.
High-level Forum of Information Communication Industry Development is directed by the Ministry of Industry and Information Technology, sponsored by China Association of Communications Enterprises and supported by China Telecom, China Mobile, China Unicom, China Tower and CBN and undertaken by People's Posts and Telecommunications News. Every session selects the topics which are the most urgent, strategic and prospective to national information development and information communication industry as its theme and gathers high-level talents of the industry to make centralized discussion. Now the forum has become one of the most important forums in information communication industry.
